In the Statewide Multimodal Transportation Plan, MnDOT committed to incorporating equity into transportation decision-making. Phase 1 of Rethinking I-94 — conducted between January 2016 and August 2018 — focused on understanding the corridor and its communities. The Phase 1 report is now available. It encapsulates what our Rethinking I-94 team has learned from the last two years of researching the I-94 corridor between St. Paul and Minneapolis and engaging with corridor communities.
