Progress Toward a New Project Selection Policy
Increasing the transparency of MnDOT’s project selection processes.
In the Statewide Multimodal Transportation Plan and the Minnesota State Highway Investment Plan, MnDOT committed to increasing the transparency of the agency's project selection process. In 2017, the Minnesota Legislature also directed MnDOT to develop an objetice and transparent project selection policy that uses numeric scoring. Since September 2017, MnDOT's Project Selection Process Manager has been working to develop a project selection policy, including identifying project selection scoring processes.
MnDOT is currently consulting the Federal Highway Administration, metropolitan planning organizations, regional development commissions, area transportation partnerships, local governments, the Metropolitan Council, and other transportation stakeholders on a preliminary draft before developing a final draft in late summer/early fall. The final project selection policy is expected to be adopted in November 2018 and apply to the 2020-2023 State Transportation Improvement Program and 2020-2029 Capital Highway Investment Plan.
